April 2011 | Political Risk AnalysisIn line with our view, the Syrian government has granted several concessions while continuing to use force against protestors, and we expect this trend to continue over the coming weeks. Following the resignation of the cabinet led by former prime minister Muhammad Naji Al-Utri on March 29, a new cabinet led by former agriculture minister Adel Safar was sworn in on April 14. Later, on April 19, Damascus approved a plan to end the country's emergency law and abolish the state security court, which dealt with cases involving political prisoners.
