Following the resignation of the cabinet led by former prime minister Muhammad Naji Al-Utri on March 29, a new cabinet led by former agriculture minister Adel Safar was sworn in on April 14. Later, on April 19, Damascus approved a plan to end the country's emergency law and abolish the state security court, which dealt with cases involving political prisoners.
