According to German Foreign Minister Guido Westerwelle on July 24, Berlin will lend Libya's rebel council US$143mn for civil and humanitarian purposes. The loan could be repaid once Colonel Qadhafi's frozen assets are released to the new government. At the moment, we stress that the transitional government remains completely dependent on foreign aid for its survival, and will remain so until oil production begins picking up (which could take several more months).
