Mozambique's health ministry has introduced a Human Resources Development Plan 2010-15 in a bid to retain the services of health professionals, such as doctors, who are leaving the sector in order to benefit from better-paid jobs in international organisations and NGOs. According to Health Minister H E Alexandre Manguele, the nation possesses only 65 health personnel per 100,000 inhabitants, compared with the World Health Organization's target of a minimum of 230 per 100,000
