BMI believes that it is too early to draw conclusions about whether or not oil revenues will be managed prudently in Ghana, but we think the signs so far are relatively encouraging. Certainly, the lengthy consultation that took place in the run-up to oil production indicates that the authorities are at pains to get things right. A recent development is that the Ministry of Finance and Economic Planning has started to publish data showing earnings specifically from the oil industry. This indicates a good level of transparency, in our view.
