December 2011 | Risk Summary40 people drowned after their boat capsized in the Indian Ocean off the north-eastern coast of Madagascar on December 26, raising concerns over the level of maritime safety off the island's coasts.The accident occurred when strong waves hit the boat, as it was leaving the loading port of Toamasina. The vessel was also carrying 50 tonnes of goods. In August 2011, the country's Minister of Population and Social Affairs Nadine Ramaroson and 10 other people died another boat accident in the region during a whale-watching event.
