The United Nation's Libya envoy, Ian Martin, has reported to the UN Security Council that more than 8,000 pro-Qadhafi loyalists are held in secret detention centres in Libya by militia groups. He added that the fresh violence in Tripoli, Bani Walid and Benghazi depicted the grave situation and that the interim government is struggling to establish its powers. Reports such as these will do little to reassure foreign investors that the country is headed in the right direction.
