Resumption Of Violence Ahead Of Amnesty

Militant attacks intensified in April, in what has been seen as an attempt by rebels to derail President Bouteflika's amnesty plan. While details of the president's plan have not been released, the draft law is thought to grant exemption from prosecution to any member of an armed group, state-armed militia or the security forces for crimes committed during the course of the 13-year conflict. The president is expected to put the plan to a referendum later in 2005. However, the amnesty project has also been opposed, for very different reasons, by the world's top human rights groups, including Amnesty International
