Spanish Step Up Diplomacy On Western Sahara
July 2005 | Risk SummaryPrime Minister Driss Jettou met with his Spanish counterpart, José Luis RodrÃguez Zapatero, for talks in Madrid in June, in another sign of improving relations. Zapatero said his country was 'doubling its efforts' with respect to Western Sahara, stressing that Spain 'can, without being a substitute for the UN, contribute and facilitate resolving this problem'. UN efforts to resolve the 30-year conflict have lost momentum since Morocco rejected the second Baker peace plan in 2004. In view of the long-running nature of the conflict and Moroccan refusals to accept previous peace plans, increased diplomatic efforts from Spain towards a resolution
