August 2005 | Risk SummaryMorocco withdrew its ambassador to Kenya in late June following the latter's decision to recognise the Saharawi Arab Democratic Republic (SADR). SADR claims to be the government in exile of Western Sahara, annexed by Morocco in 1976. The move is a blow to Morocco's efforts to establish closer links with its sub-Saharan neighbours. In July the UN appointed a new personal envoy of the UN Secretary General to the Sahara.
