December 2005 | Risk SummaryTwo opposition parties, the Socialist Forces Front (FFS) and the Rally for Culture and Democracy (RCD), have topped polls in the Berber-majority Kabylie region. The FFS remains ahead of its rival the RCD but by a reduced majority. As part of a peace plan aimed at ending unrest in the province, President Bouteflika dissolved the local councils elected in 2002, when Berber leaders advocated a boycott and turnout was less than 16%.
