The government says its image of being deeply corrupt is no longer fair. Certainly, the IMF concedes it is becoming more open, and the World Bank believes progress on reform has been achieved, but most of the world remains sceptical. In an effort to prove that things have changed the authorities have invited the World Bank's International Finance Corporation (IFC) to carry out an audit of its books and business environment, and have also agreed to a 'peer review'] by the New Partnership for African Development (NEPAD).
