Hutu rebel group, the Democratic Forces for the Liberation of Rwanda (FDLR), announced at the end of March that it had renounced violence and was ready to return to Rwanda. The rebels have been based in eastern Congo since the Tutsi Rwandan Patriotic Front gained control of the country in July 1994. Many of the group's members were involved in the genocide of 800,000 Tutsis and moderate Hutus in 1994.
