As part of its 'war on terror' and as a means to secure energy interests, Washington appears keen to court Libya as a close ally. The US would like Libya to join the Trans-Sahara Counterterrorism Partnership (TSCTP), an African security network comprising Algeria, Chad, Mali, Mauritania, Niger, Senegal, Nigeria and Tunisia, which aims to prevent al-Qaeda from using the region as an operational base and for recruitment purposes.
