Elections for the Federal National Council (FNC) have been announced, with ballots taking place on three designated dates in mid-December. The elections will be preceded by a series of 'educational seminars', designed to raise awareness of the elections - a pointer to the overall subdued public reaction to the election programme. Under the UAE's exercise in democracy, half the seats on the 40-member FNC will be up for election. But until the FNC receives some political teeth, in the form of some kind of legislative authority, it seems unlikely that public apathy will dissipate. The example of the Abu Dhabi
