October 2006 | Risk SummaryCape Town mayor Helen Zille of the opposition Democratic Alliance (DA) held a rally in late-October against a proposal by ANC minister of local government in the Western Cape Richard Dyantyi to amend the political system in the area; introducing proportional representation, eliminating the position of executive mayor and replacing it with a broader executive committee. The plan would de facto increase ANC influence in the only major location of opposition control. While the risks to our short term political rating are unaltered by this dynamic, it does raise some concerns for our long term rating.
