November 2006 | Ratings UpdateA newly released report from the New York-based Human Rights Watch (HRW) hasaccused the UAE authorities of failing to enforce laws aimed at protecting the rights of migrant employees - despite repeated government directives to improve labour conditions and threatening punishment to employers found in violation of rules. According to HRW, expatriate employees mainly from the Indian subcontinent are restricted from changing jobs by rules requiring employers' consent and a two-year work history.
