Chaos in the public sector finances is a major cause of the country's economic crisis. Inefficiencies and corruption stretch across all state agencies, not least because governance is deeply politicised and often run for the benefit of the ruling elite. Sanitation, education and health services have all but collapsed, to the extent that according to some estimates around 50% of locally trained doctors and nurses have emigrated. The exchequer regularly complains about the poor tax capture rate, but as rate payers see nothing for their contributions, that is hardly surprising.
