February 2007 | Risk SummaryRather than accepting President Hosni Mubarak's proposed constitutional amendments as better than nothing, or a positive starting step, the liberal opposition is actually wholeheartedly rejecting the bill, in line with our belief that it may actually be a step backwards. The removal of judicial supervision of elections, for example, has been met with strong opposition from judges' associations, who argue that it will only tighten the NDP's grip on power. In spite of the opposition, we are almost certain that the bill will pass, given the NDP's overwhelming dominance of parliament.
