February 2007 | Risk SummaryRecent reports of non-official level talks between Israeli and Syrian diplomats are encouraging. Under the terms of the proposed deal Israel would hand back nominal control of the Golan Heights to Syria, while the latter would withdraw support for terrorist groups like Hamas and Hizbullah. However, it would not withdraw from the territory until it was satisfied that Syria had fulfilled its side of the bargain. In theory this is a positive development, but there are caveats: for one thing, there is no guarantee that the respective administrations will back the efforts of the diplomats who have been negotiating on
