Under the terms of the proposed deal Israel would hand back nominal control of the Golan Heights to Syria, while the latter would withdraw support for terrorist groups like Hamas and Hizbullah. However, it would not withdraw from the territory until it was satisfied that Syria had fulfilled its side of the bargain.
