That Seif al-Islam Qadhafi has continued to make major policy announcements confirms our view that the son of the Libyan leader will remain a key figure in the country. Not only has he been upping his profile within the international political circuit - visiting heads of states and promising the Bulgarians that the imprisoned medics will not be executed - he is increasingly emerging as a key figure domestically. His announcement of massive salary rises for public service workers is a case in point. All this bodes well for reform and progress in the country, given Seif's repeatedly voiced reformist
