So Many Ifs: A Precarious Outlook
March 2007 | Economic AnalysisBMI View: If Lebanon can find a unity government that agrees on reform, persuade the opposition to stop its economic blockade of the downtown area, convince the population to accept economic reforms and then find the momentum, infrastructure and human resources to deliver them, without allowing Hizbullah to undermine its efforts, then the outlook is bright. But that is a lot of ifs.
