Once treated as a rogue state to be contained and isolated, Libya appears to have fully returned to the international fold with the lifting of US sanctions in 2004 following the renouncement of its nuclear programme. True, Libyan leader Colonel Muammar Qadhafi remains erratic - he continues to make 'anti-Western' speeches, urging Libyans to 'kill enemies' that want change despite the country's efforts to attract foreign investment
