April 2007 | Ratings UpdateOur revised short-term and structural political ratings paint a clear picture of the UAE''s undeniable strengths and its potential weak points. On the plus side, policy continuity is virtually assured, while the policy making process is among the strongest globally. We note that our focus is on the federal decision-making process, as individual emirates have scope for policy freedom. The UAE scores poorly in sub categories encompassing democratic institutions and civil society. Media freedom is reasonably strong, but recent elections featured limited franchise and poor turnout. Political parties are non-existent, while we do not rate the judiciary highly in terms
