The recent Chatham House report, which warned that Iraq was in danger of becoming a failed state with the distinct possibility of collapse and fragmentation, chimes with our own view, as reflected in our very low political risk ratings. Indeed, Iraq scores just 16.7 out of 100 for the policy making process category, illustrating the government's impotence in many areas of social, economic and political life, and just 17.5 for social stability, where unemployment and inflation both play a role. Agreement looks as far away as ever, with the government's failure to ratify the hydrocarbons investment law a telling example.
