May 2007 | Risk SummaryThe intervention of the Emir, Sheikh Sabah al-Ahmad al-Sabah in the Kuwaiti parliamentary crisis, calling on deputies to focus on legislating, is testament to the level of paralysis the house has now reached. However, we do not expect the statement to have much of an effect: parliament is dominated by the opposition, but its only real power is in delaying government moves. Ultimately all decisions are made by the government (and, in extreme cases, the emir), but parliament is likely to continue to make its presence felt by blocking or delaying proposed initiatives. We have not revised our political risk
