June 2007 | Risk SummaryReports of a major arms deal between the UK and Libya are testament to how much the latter country has been re-integrated into the international fold since it denounced its nuclear weapons programme in 2003. True, the case of the Bulgarian nurses imprisoned in Libya and sentenced to death for allegedly infecting hundreds of Libyan children with HIV remains a sore point in the country's foreign relations. Nevertheless, the country's plentiful hydrocarbon riches and willingness to cooperate with the US on terrorism issues will mean such issues will not derail the rapprochement process.
