The government of Zambia has announced its intention to hold a national referendum to pass a new democratic constitution. This is good news for the people of Zambia as the existing constitution was written by the British and is widely seen as defective, although it has been amended over time. Furthermore, the new constitution is expected to grant greater freedoms to citizens and reduce presidential powers. Given dissatisfaction with the current constitution, we see this development as positive for social stability - and it is this component of our ratings which currently acts as a downward
