While not normally a particularly arduous task, the situation in neighbouring Zimbabwe is giving President Levy Mwanawasa a few foreign policy headaches. He is known to disapprove of the Mugabe regime in Harare, but until such time that SADC agrees to take concerted action, Mwanawasa is forced to protect Mugabe, such as recently when he demanded that Mugabe be invited to a EU-Africa summit being hosted by Portugal in December.
