October 2007 | Ratings UpdateThe centrepiece of President Levy Mwanawasa's legislative programme is a reform of the constitution, for which purpose a National Constitution Conference (NCC) has been created to lead a review. The NCC has turned out to be highly controversial as the opposition argues that it is being stage-managed by ruling party supporters with the goal of furthering the present administration's partisan interests. Mwanawasa is losing patience with those seeking to blockade the process and recently threatened to have recalcitrants tried for treason: the current atmosphere is hardly conducive to constructive dialogue.
