November 2007 | Ratings Update

We remain sanguine on Libya's short-term political outlook. We have recently highlighted its improving relations with the US, but Libya is also making efforts to increase ties with other overseas partners, such as France and other EU states. The resulting inflows of foreign investment should help Libya to tackle its high unemployment levels; as in neighbouring Algeria, Libya's oil industry has failed to provide large scale employment opportunities and joblessness among the youth population in particular could pose a longer-term threat to social stability.
