Prime Minister Nouri al-Maliki and US President George W. Bush signed a 'declaration of principles' in November, laying the foundations for what could be a long-term presence of US troops in Iraq. The plan involves: helping Iraq to deter foreign aggression; fight terrorism; encourage foreign capital ('especially American investments'); as well as backing Iraq's bid for World Trade Organisation accession. Under the proposed formula, US troops will relocate to bases outside the cities while Iraq would get full responsibility for internal security and Iraqi officials estimate this leading to a long-term presence of about 50,000 US troops.
