Prime Minister Nouri al-Maliki and US President George W. Bush signed a 'declaration of principles' in November, laying the foundations for what could be a long-term presence of US troops in Iraq. The plan involves: helping Iraq to deter foreign aggression; fight terrorism; encourage foreign capital ('especially American investments'); as well as backing Iraq's bid for World Trade Organisation accession.
