January 2008 | Risk SummaryRecent comments from Prime Minister Ali Mohammed Majawar indicate that Yemen is hoping to join the Gulf Co-operation Council (GCC) by 2015. Majawar said that Yemen is following the two five-year plans which were proposed initially by the GCC secretariat back in 2005 in order to meet this deadline. The GCC is tentatively supporting Yemen's proposed accession, donating US$2.7bn at the last donor's conference to help it meet the accession criteria. However, there have also been several negative comments from the bloc, and we think accession would require an economic transformation not currently envisaged.
