January 2008 | Ratings UpdateIncumbent President Festus Mogae will soon retire early, handing his responsibilities to his deputy, Ian Khama. Mogae's legacy is unclear: he has been a competent steward of the economy, but is criticised for failing to deal with a number of the country's structural problems such as youth unemployment, over-dependence on mining, and constitutional reform. His most notable achievement is probably facing Botswana's HIV/AIDS crisis head on, given that under his guidance the country has delivered the most effective prevention and care system in the whole of Africa.
