Registration Process Falters
November 2007 | Ratings UpdateIn November 2007 the authorities faced-up to the reality that the voter registration process for provincial elections scheduled for January 2008 was in deep trouble. Widespread logistical problems including faulty computer equipment and inadequate training of registrars meant that by October, barely one-quarter of the targeted 10.5 million voters had been signed-up. As a result, parliament has approved a constitutional amendment extending the registration window and postponing the provincial elections, which are now most likely to be held alongside parliamentary and presidential elections in late 2009.
