May 2007 | Ratings UpdateRwanda has appealed to the International Court of Justice to overturn French arrest warrants for officials from President Paul Kagame's government. The warrants were issued in November 2006 after a French court found that Kagame's Rwandan Patriotic Front was implicated in the shooting down of former President Juvenal Habyarimana's plane, sparking the genocide. Officials wanted for questioning include armed forces chief James Kabarebe and army chief-of-staff Charles Kayonga. This development underlines the worsening relations between France and Rwanda, which have steadily deteriorated as investigations into the events surrounding the 1994 genocide
