May 2007 | Ratings UpdateAlthough negotiations between the government and the Lords Resistance Army have restarted in southern Sudan, the striking of a peace deal could still be some time away. For one, getting the LRA leadership out of the bush is contingent on allaying their fears of being arrested by the International Criminal Court (ICC). Indeed, Joseph Kony, the leader of the LRA, has vowed not to agree to a peace deal unless the ICC arrest warrants are scrapped. And while President Yoweri Museveni last year mentioned the possibility of an amnesty for the rebels, the government will unlikely accept this as a pre-condition to any deal. Thus mistrust is likely to remain heightened.
