July 2007 | Risk SummaryThe political and security environment continues to deteriorate, particularly in the eastern provinces, where the situation is arguably at its most volatile since mid 2004, when Tutsi renegades led by Laurent Nkunda occupied the town of Bukavu on the Rwandan border. Nkunda's renewed refusal to operate under the auspices of the army and strong signs that the DRC government is now poised to move against him and his men means that a new confrontation is on the cards: a showdown which, in the worst case scenario, could drag in neighbouring Rwanda.
