October 2007 | Ratings UpdateThe IMF's recently-concluded Article IV consultation indicates that policy-making in key departments is more coherent than previously feared, particularly in terms of the Finance Ministry and Central Bank. This improvement in institutional management and co-operation leads us tweak our short-term political risk rating mildly upwards. Additionally, the stability of the public order situation in the capital, Kinshasa, has improved over the last six months, with pro-opposition militia having stayed relatively calm since the banning of private armies.
