The Biya government continues to make progress in its fight against corruption, improving its image both with the international community and with its own population. True, the recent discovery that the civil service was paying millions of dollars in benefits to 10,000 'fake' pensioners and 20,000 'ghost workers' - employees who had either died or were drawing a double salary - was shocking.
