Ethnic tensions have never been a major problem, resulting in a good score of seven out of ten in the minorities category of our long-term risk ratings. However, the situation in Lebanon over the last few years seems to have increased sectarianism identities somewhat in Kuwait. The gathering of Shi'a Muslims to eulogise and hail the assassinated Hizbullah leader Imad Mughniyeh was provocative, given that Kuwait suspects him as having masterminded the 1988 hijack which killed two of its citizens. We do not see tensions escalating, but the government is likely to remain wary of the group as a source
