The north-western Sa'ada province appears restive again, with the Qatari-led diplomatic initiative to resolve the dispute last year proving to be a less than adequate sticking plaster. In January, there were repeated clashes between Zaydi rebels and government forces in the north. As if that were not enough, Aden in the south was the scene of riots in mid-January as protests at economic conditions grew violent. BMI expects the southern situation to deteriorate over the forecast period, and security forces are unlikely to be able to contain the violence. Negotiations may help in the north, but the overall security situation
