BMI View: As long as the West Bank and Gaza Strip act independently, then progress in the peace process is highly unlikely, even if the Olmert administration can effect a rapprochement with Mahmoud Abbas and Fatah. Israel's economic sanctions and settlement building make the chances of agreement even more remote, and the threat of violence will continue to loom in the foreseeable future.
