April 2008 | Ratings UpdateThe government has presented a draft bill to parliament that would impose new, tougher conditions on foreigners entering and working in Algeria. Proponents of the bill argue that Algeria's existing laws do not reflect its security situation - the new bill would crack down on illegal immigration, smuggling and security violations. Although the new law could be used to crack down on foreign militants operating in Algeria, its main target appears to be illegal immigrants from sub-Saharan Africa, who are increasingly using North African countries as a staging post in their attempts to enter Western Europe.
