Reform Outlook Still Bleak Despite Deal

BMI View: The outlook is certainly brighter than it was in our last Business Forecast Report, but we remain cautious. The issue of Hizbullah and its role in the Lebanese state has not been resolved by the Qatar deal signed on May 21. Nor, more broadly, has that of the political and economic under-representation of Lebanon's Shi'a.
