June 2008 | Ratings UpdateLibya has slammed plans by the European Union (EU) for a pan-Mediterranean political and economic sphere. The so-called Union for the Mediterranean is to be officially launched in Paris in July, but in early June, Muammar Qadhafi denounced the plan as 'an insult to Arabs and Africans'. Qadhafi is concerned that membership of the new bloc could mean a normalisation of relations with Israel. The Libyan leader called a mini-summit of North African states plus Syria to discuss the EU's plan, but the meeting ended without any public closing statement, suggesting that the participating countries had differing views.
