Local NGO Women Action for Development (WAD) is pressing the Oshana Regional Council and Oshakati Town Council for the establishment of community voice bodies. The group envisages establishing such bodies in each region as a forum through which rural marginalisation can be addressed. We see potentially significant merit if such groups were established, as they would support the functioning of local political institutions - even though WAD is strictly nonpartisan. Furthermore, they would also offer avenues for expressing local concerns while supporting programs that promote rural development and offer training.
