Madagascar has a relatively favourable political backdrop, with President Marc Ravolomanana's Tiako I Madagasikara (TIM) party holding a majority of seats in the National Assembly. TIM also holds all 12 seats in the capital Antananarivo and has governing control over four of the country's five major towns and cities. As such, Ravolomanana has clear parliamentary support for the implementation of the development blueprint, the Madagascar Action Plan
