September 2008 | Ratings UpdateWith uncertainty persisting over the replacement of Ehud Olmert as Kadima leader and the future of the governing coalition, we have downgraded Israel's score in the constitutional change category of our short-term political risk ratings. Its new score of five out of ten (from a previous seven) reflects our assertion that the continuity of government is uncertain, with potential negative policy implications. On a positive note though, all actors in Israeli politics are committed to respecting constitutional arrangements for the transferral of power, meaning that Israel scores a strong 75.0 out of 100.0 in the overall policy continuity section of
