September 2008 | Ratings UpdateUS Secretary of State Condoleezza Rice visited Libya as part of a tour of North Africa in early September. The visit, and her meeting with Libyan leader Muammar Qadhafi, marked another milestone in US-Libya relations. Despite the resumption of diplomatic ties between the two countries in 2006, Rice had refrained from visiting Libya due to a dispute over compensation for the families of victims of the Lockerbie bombing and other terrorist attacks attributed to Qadhafi's regime. A compensation agreement is now in place, but since it was signed, Qadhafi's son, Seif al-Islam Qadhafi, has claimed in a television documentary that
