Human rights groups have welcomed the decision by a Moroccan appeal court to dismiss the jail sentence and fine imposed on a blogger deemed to have insulted King Mohammed IV. Mohammed Erraji was arrested on September 5 and quickly sentenced to a two-year prison sentence and a MAD5,000 fine. On September 16, the case was dismissed by the Agadir Court of Appeal. However, the dismissal was based on technical grounds rather that any consideration of the content of the case - the court ruled that officials had not respected basic procedural provisions set out in the press code for bringing
